Our Founder/President
Stephen Davey, the son of missionary parents, was raised to love Christ and His church. In his last year of high school, Stephen committed his life to serve Christ vocationally wherever God chose to assign him in ministry.
Following graduation from Dallas Seminary in 1986, Stephen and his wife Marsha moved with their infant twin sons to Cary, North Carolina, placed an announcement in a local newspaper and held the first service in a middle school. Committed to the exposition of Scripture, The Shepherd’s Church was soon self-supporting.
In September of 2026, Stephen reaches 40 years as the pastor/teacher of this wonderful ministry and church family (shepherds.org). In addition to his pastorate, Stephen serves as the president of Shepherds Theological Seminary where he enjoys interacting with the students, as well as teaching regularly in the pastoral theology department.
Stephen also serves as the principal Bible teacher for Wisdom International’s media resource ministry heard globally in many languages. Wisdom’s website archives all of his sermon transcripts and audio teaching, free of charge (wisdomonline.org).
More than 40 books, study guides, commentaries, and booklets have been authored by Stephen, published by Ambassador/Emerald House, Kress Biblical Resources, Charity House, and LOGOS. His revised commentary on James will be included in the New Testament Exposition Commentary series, published by Regular Baptist Press.
From Our President
The church has always mattered—perhaps even more so in recent generations. I’m referring to a textually driven church; to shepherds committed to the exposition of Scripture; to faithful ministry leaders fully committed to pleasing Christ.
We’re living in a transitional age, to say the least. Seismic cultural changes are rapidly altering ancient boundaries. From the belief of a historical Adam to the increasing approval of trajectory theology and theistic evolution, the landmarks are being redefined and even eliminated. Frankly, there has never been a better time for a church leader to hold fast to the faithful Word . . . “so that he may be able both to exhort in sound doctrine and to refute those who contradict” (Titus 1:9).
Mr. Gallup once opined, “There has never been a time in American history when the church has made so many inroads, while at the same time, made so little difference.” Perhaps that’s because the church is more interested in being invited to the table of secular opinion and receiving a nod of polite appreciation, than it is in telling the truth. Instead of taking advantage of open doors and opportune times, the church has softened its message and, in the words of Tozer, has begun to offer suggestions rather than ultimatums. Shepherds Theological Seminary is poised to make a greater difference than ever.
At Shepherds, we begin with the text of Scripture, interpreting everything in our cultural landscape to the plumb line of revealed truth. Only then can the church provide spiritual insight and direction. Offering our culture anything less than God’s Word would be like offering dying people medicine bottles filled with tap water.
People don’t need bottled water they need God’s Word. Let me invite you to join our growing student body, led by a dedicated and learned faculty, and prepare together to become faithful dispensers of healing truth.

Thomas Pittman
Vice President of Academics
and Institutional Effectiveness
Thomas Pittman
Dr. Pittman completed his BA in Biblical Studies at San Diego Christian College, where he graduated as Valedictorian. He completed his MRS, MABS, MDiv, and ThM with Academic Distinction at Southern California Seminary. He completed a Doctor of Education in Organizational Leadership with an emphasis on Higher Education at Grand Canyon University.

At Southern California Seminary, he served as the Director of Student Services, where he oversaw admissions, recruiting, and enrollment management. During that time he also filled in as the Registrar and Bible Department Dean. Recently, Dr. Pittman was a University Admissions Counselor at Grand Canyon University specializing in regional recruitment in the East County of San Diego.
Dr. Pittman is an ordained Pastor. He was licensed at Shadow Mountain Community Church in El Cajon, CA. He served as the Minister of Education at Meridian Southern Baptist Church in El Cajon. Prior to coming to Shepherds, he was the Teaching Elder at Pine Valley Community Church in Pine Valley, CA. Dr. Pittman has also filled the pulpit throughout San Diego County and beyond, and has been called upon to fill as interim pastor at several struggling churches.
Dr. Pittman is married to Roxzane and has five children: Tommy, Kara, Chloe, Titus and Kyra.

Andy Burggraff
Vice President of Spiritual Formation
and Strategic Initiatives
Andy Burggraff
Dr. Burggraff was saved at the age of 8. He graduated with a Bachelor of Arts degree in Biblical Studies from Maranatha University. After graduation, he attended Calvary Baptist Theological Seminary in Lansdale, PA where he graduated with the MDiv in 2003. During his master’s program, he served as a missionary in Mons, Belgium in the summer of 2002. Upon graduation from his master’s program, he moved to Spring Hill, FL where he was Senior Pastor of Bible Baptist Church. In 2008, he moved to Owatonna, MN where he served as Senior Pastor of Grace Baptist Church and Superintendent of Owatonna Christian School.
In 2011, he moved to Cary, NC to pursue a Doctor of Education degree from Southeastern Baptist Theological Seminary in Wake Forest, NC. During his doctoral courses, Andy served as Discipleship Pastor at Colonial Baptist Church in Cary, NC. In 2012, he joined Shepherds Theological Seminary as an Adjunct Professor of Christian Education. Andy graduated with a EdD from Southeastern in 2014. While continuing to teach in the seminary, he joined Build the Village (now called Communities of Grace International) in 2014, where he served as Director of Discipleship. This ministry serves those in East Africa. Andy has traveled repeatedly to Kenya, Uganda, Rwanda, and Burundi training pastors, teaching in churches, and preaching in prisons. He has also served as a hospital chaplain in the UNC Medical Center in Chapel Hill, NC. In 2021, Andy was appointed Director of Student Services at Shepherds Theological Seminary, and in 2023, he was appointed Vice President of Enrollment Services and Strategic Initiatives. He also remains an Assistant Professor of Christian Education at Shepherds.
Andy met his wife Delecia in 2017. The Burggraffs have a blended family of five children: Andrew, Anna, Aaron, Brody, and Tanner.

Ewart Hodgins
Vice President of Institutional Finances
and Development
Ewart Hodgins
Ewart serves as Vice President of Institutional Finances and Development of Shepherds Theological Seminary, where he provides financial oversight and strategic stewardship in support of the institution’s mission to equip leaders for ministry. In this role, he oversees budgeting, financial planning, and organizational accountability for a growing accredited seminary serving students across the United States and internationally.
With decades of executive leadership experience, Ewart has held senior financial roles across global ministry organizations. He previously served in executive financial leadership with Trans World Radio, a worldwide media ministry dedicated to Christian broadcasting. In that capacity, he contributed to the financial governance and operational effectiveness of a complex, international organization.
Ewart also served in financial leadership within the local church context, including at Colonial Baptist Church (now The Shepherd’s Church), where he helped guide the financial management of a large and expanding ministry. These experiences collectively positioned him for continued leadership in both church-based and global ministry environments.
Originally from Canada, Ewart has lived and served in multiple regions around the world, bringing a broad international perspective to his work. His career reflects a consistent commitment to strengthening the financial foundations of ministry organizations so they can operate with integrity, sustainability, and mission effectiveness.
Ewart remains actively engaged in ministry leadership. He is married to Marilynn, and together they have five children, along with 14 grandchildren and one great-grandchild. His life and work reflect a legacy of faithful stewardship, global service, and dedication to advancing Christian ministry.
